1.五部委发文：调整目的地为北京的国际航班从指定第一入境点入境Notices Jointly Released by Five Government Agencies Regarding Rerouting International Flights Heading to Beijing at the Designated First Points of Entry2020年3月19日，2020年3月22日，中国民用航空局、外交部、国家卫生健康委员会、海关总署、国家移民管理局分别联合发布《关于目的地为北京的国际客运航班有关事宜的公告（第1号）》,《关于目的地为北京的国际航班从指定第一入境点入境的公告（第2号）》。On March 19, 2020 and March 22, 2020, the Civil Aviation Administration of China (CAAC), the Ministry of Foreign Affairs, the National Health Commission, the General Administration of Customs, and the National Immigration Administration jointly released theNotice Regarding Matters Related to International Passenger Flights Bound for Beijing (No.1) and the Notice Regarding Diverting International Flights Bound for Beijing to Designated First Points of Entry into China (No. 2) respectively.公告1号要求：（一）调整部分国际始发客运航班从指定第一入境点入境：3月20日莫斯科至北京CA910航班，3月22日巴黎至北京CA934航班第一入境点为天津；3月20至22日东京至北京CA926航班第一入境点为呼和浩特；3月21至22日多伦多至北京HU7976航班第一入境点为太原。（二）乘坐上述国际航班的旅客在第一入境点实施检疫并办理入境手续，行李清关。检疫符合登机条件的旅客可搭乘原航班入京。腹舱所带货物在北京清关。（三）目的地为北京的国际航班指定第一入境点的安排及相关措施将根据疫情变化情况适时调整。According to the Notice No.1, (1)Some international passenger flights will enter China through designated first points of entry: Tianjin is designated as the first point of entry for flight CA910 from Moscow to Beijing on 20 March, as well as flight CA934 from Paris to Beijing on 22 March; Huhhot is designated as the first point of entry for flight CA926 from Tokyo to Beijing from 20 to 22 March; and Taiyuan is designated as the first point of entry for flight HU7976 from Toronto to Beijing from 21 to 22 March.(2)Passengers on board the aforementioned international flights should complete health screening, entry procedures and customs clearance for luggage at the first points of entry. Those who meet the health screening criteria can re-board the planes and head to Beijing. As for cargoes in the hold, customs clearance will be processed in Beijing.(3)In light of the evolving epidemic situation, arrangements and relevant measures concerning the first points of entry for international flights bound for Beijing will be adjusted as appropriate in due time.根据公告2号，自3月23日零时（北京时间）开始，所有目的地为北京的国际始发客运航班均须从天津、石家庄、太原、呼和浩特、上海浦东、济南、青岛、南京、沈阳、大连、郑州、西安12个指定的第一入境点入境。各航空公司航班指定的第一入境点可以在民航局、航空公司官网上查询。According to the Notice No.2, Starting from 00:00 of March 23 Beijing Time, all international passenger flights bound for Beijing will be diverted to the following twelve designated first points of entry: Tianjin, Shijiazhuang, Taiyuan, Huhhot, Shanghai Pudong, Jinan, Qingdao, Nanjing, Shenyang, Dalian, Zhengzhou and Xi’an. The designated first points of entry for the specific flights operated by airlines can be found on the official website of CAAC and the websites of airlines.
2.《关于应对新冠肺炎疫情影响强化稳就业举措的实施意见》发布Opinions Issued on Strengthening Implementation of Stable Employment Measures in Response to the Impact of COVID-19 Epidemic日前，国务院办公厅印发《关于应对新冠肺炎疫情影响强化稳就业举措的实施意见》。Recently, the State Council issued the Opinions on Strengthening Implementation of Stable Employment Measures in Response to the Impact of COVID-19 Epidemic (hereinafter the ‘Opinions’).该《意见》提出五个方面政策措施。一是更好实施就业优先政策。推动企业复工复产，取消限制复工复产的不合理审批。二是引导农民工安全有序转移就业。强化重点企业用工调度保障、农民工“点对点、一站式”返岗复工服务，推广健康信息互认机制。三是拓宽高校毕业生就业渠道。鼓励中小微企业吸纳就业，对符合条件的给予一次性吸纳就业补贴。四是加强困难人员兜底保障。保障失业人员基本生活，4月底前实现线上申领失业保险金。五是完善职业培训和就业服务。大规模开展职业技能培训，实施农民工等重点群体专项培训。The Opinions cover five aspects. First, employment priority policies should be further implemented. Enterprises should be promoted to resume and reproduce, and any unreasonable approval that restricts the resumption and reproduction should be cancelled. Second, migrant workers should be instructed to transfer employment safely and orderly. The labor dispatch guarantee and the “point-to-point and one-stop” returning-to-work services of key enterprises for migrant workers should be strengthened, and the mutual recognition mechanism for health information should be promoted. Third, the employment channels for college graduates should be broadened. Small and medium-sized enterprises should be encouraged to absorb them for employment and provide one-time employment subsidies for eligible employees. Fourth, the basic guarantee of those in need should be strengthened. The basic life of the unemployed should be protected, and the online application for unemployment insurance benefits should be realized before the end of April. Fifth, vocational training and employment services should be improved. Large-scale vocational skills training and special training for key groups such as migrant workers should be carried out.《意见》强调，要压实就业工作责任，县级以上地方政府要加快建立政府负责人牵头的就业工作领导机制，加大就业补助资金和稳岗补贴投入力度，强化表扬激励，加强督促落实，在确保疫情防控到位的前提下，毫不放松抓紧抓实抓细稳就业各项工作。The Opinions stress that employment responsibilities should be confirmed. Thus, local governments at or above the county level should accelerate the establishment of a leadership mechanism for employment led by heads of governments, increase employment subsidy funds and job stabilization subsidies, strengthen praise and encouragement, strengthen supervision and implementation, and focus on all aspects of stable employment on the condition that the epidemic prevention and control is in place.SPC and SPP Release Reply to Specify Scope of Precious Trees and Plants and Other Issues3月19日，最高人民法院、最高人民检察院联合发布《关于适用〈中华人民共和国刑法〉第三百四十四条有关问题的批复》。On March 19, the Supreme People’s Court (SPC) and the Supreme People’s Procuratorate (SPP) jointly issued the Official Reply Regarding Issues Concerning the Application of Article 344 of the Criminal Law of the People's Republic of China (hereinafter the ‘Reply’).《批复》对“珍贵树木或者国家重点保护的其他植物”的范围作出进一步明确，规定“古树名木以及列入《国家重点保护野生植物名录》的野生植物，属于刑法第三百四十四条规定的‘珍贵树木或者国家重点保护的其他植物”。The Reply further specifies the scope of precious trees or other plants under state key protection by stipulating that ancient and famous trees, as well as wild plants listed in the List of Wild Plants under State Key Protection are considered to be precious trees or other plants under key protection by the state under Article 344 of the Criminal Law.《批复》明确了“非法移栽”的行为性质及其处罚原则，强调对于非法移栽珍贵树木或者国家重点保护的其他植物，依法应当追究刑事责任的，依照刑法第三百四十四条的规定，以非法采伐国家重点保护植物罪定罪处罚。The Reply clarifies the nature of the act of illegal transplantation and principles for punishing such acts, and emphasizes that anyone who is held criminally responsible, as legally required, for illegally transplanting precious trees or other plants that are under key protection by the state should be convicted of and punished for the crime of illegally harvesting plants under state key protection in accordance with Article 344 of the Criminal Law.
4.证监会集中“打包”修改证券期货规章、规范性文件
CSRC Intensively Amends Rules and Regulatory Documents Regarding Securities and Futures
2020年3月20日，证监会发布《关于修改部分证券期货规章的决定》。
On March 20, 2020, the China Securities Regulatory Commission (CSRC) issued the Decision on Amending Certain Rules Regarding Securities and Futures (hereinafter the ‘Decision’).
《决定》对照新证券法修改内容，有针对性地对有关规章相应内容进行了配套修改，集中对13部规章、29部规范性文件的部分条款予以修改。主要涉及并购重组、信息披露、证券交易所管理、行政许可事项取消、证券基金经营机构监管、证券服务机构监管、监管执法措施、诚信监管等制度中的相应条款。
The Decision makes corresponding amendments to the contents of relevant regulations in accordance with the new Securities Law. Several provisions of 13 rules and 29 regulatory documents are intensively amended. The Decision mainly deals with relevant clauses in systems of mergers, acquisitions and reorganizations, information disclosure, management of stock exchanges, cancellation of administrative permits, supervision over securities fund operating agencies, supervision over securities service agencies, supervision and law enforcement measures, and integrity supervision, among others.
